Release notes are immutable historical records for the version named in each file. They may use the product vocabulary and support boundary of that release; do not rewrite old notes to resemble the current product. For current behavior use ../functionality-reference.md, and for publication state use ../release-process.md plus RELEASES.md at the repository root.

The header inside each note is authoritative for its exact publication outcome. Never infer stable promotion from the existence of a file.
